Foreign Information Manipulation and Interference (FIMI), particularly from Russia and China, exploits the open information ecosystems of democratic societies to erode institutional trust, deepen political polarization, and undermine the integrity of elections and public discourse.[1] The European External Action Service documented over 505 FIMI incidents in 2024 alone, targeting 90 countries and involving more than 38,000 unique channels across 25 platforms.[2] This article presents a comprehensive strategic framework for countering disinformation, designed for policymakers, government officials, and civil society leaders in the United States and allied democracies. This approach reflects the consensus among leading practitioners and researchers that no single intervention is sufficient; effective response requires a "whole-of-society" approach integrating government, civil society, media, academia, and the private sector.[24] ### Pillar 1: Prevention and Public Resilience Prevention represents the most cost-effective and sustainable approach to countering disinformation. Minister Audrey Tang's emphasis on "co-governing AI with the people" and transparent, participatory processes has maintained high public trust (Freedom House rates Taiwan 94/100) despite intense disinformation pressure.[35] ### Pillar 2: Detection and Analytics Effective counter-disinformation requires robust capabilities to identify, attribute, and analyze information threats in real-time or near-real-time. Detection serves multiple functions: enabling rapid response, supporting attribution for accountability measures, and generating evidence for policy development. #### 2.1 Government Detection Capabilities Leading democracies have established dedicated government units for monitoring and analyzing FIMI. Key institutions include the European Union's EEAS Stratcom Division and FIMI-ISAC; France's VIGINUM; and the Swedish Psychological Defence Agency (MPF). The Swedish Psychological Defence Agency, established in January 2022, represents an innovative model. Unlike security-focused approaches, Sweden frames disinformation defense as "consumer protection," positioning the agency to protect citizens' ability to form independent opinions.[36] The agency distinguishes between foreign threats (which it counters) and domestic vulnerabilities (which it addresses through resilience-building rather than suppression). This framing preserves democratic principles while enabling active defense. Sweden's criteria for FIMI require: (1) foreign origin, (2) misleading content, (3) intent to harm, and (4) potential security risks.[37] France's VIGINUM applies similar criteria: foreign actors, inauthenticity of behavior, misleading content, and specific targets.[38] #### 2.2 The DISARM Framework The DISARM Framework provides a standardized methodology for describing and analyzing disinformation operations, analogous to the MITRE ATT&CK framework used in cybersecurity.[39] DISARM organizes disinformation campaigns into four phases (Plan, Prepare, Execute, Assess) with corresponding tactics and techniques.
